Conrad is a graduate of San Jose State University. He received his bachelor's degree in accounting and has his California Certified Public Accountant's license. Prior to joining the San Jose Police Department, Conrad spent eight years with two of the Big 4 public accounting firms.

Conrad joined the San Jose Police Department in 1993. During his tenure, he has worked V.C.E.T., Field Training Officer, Burglary unit, Personnel Background Unit, Missing Person Detail and Mayor's security detail.

He encourages all members to get involved with the association and have their voices heard as the POA moves into this unique period of change for both the department and the association.
